This case involves an action pursuant to 42 U.S.C. § 1983, filed by Pamela Davis and Lorenzo Davis individually and on behalf of the estate of their son, Tyler Davis, for alleged violations of his substantive due process rights under the Fourteenth Amendment to the United States Constitution.
