ZIMMERMAN, Chief Justice:
Trisha L. West appeals to this court from a trial court order denying her an extension of time within which to file a notice of appeal in the underlying case. We reverse the trial court’s denial of West’s motion and remand for further proceedings consistent with this opinion.
We briefly review the facts before turning to the standard of review and our analysis. West filed her initial complaint against Grand County and Elaine Coates, the former Grand County Attorney (collectively, “the County”), in federal court in 1987. To preserve her state law claims in the event of…
