In these consolidated appeals, the Secretary of Health and Human Services seeks reversal of the district court’s orders requiring him to make additional attorney’s fee payments to Anthony Bartels, the attorney who represented claimants Wayne Ziegenhorn and Louie Pittman in administrative and judicial proceedings concerning the termination of their disability insurance benefits.
