In March 1994 appellant Rohan White was arrested and charged with two counts of possessing with intent to distribute both cocaine base (crack) and cocaine hydrochloride (cocaine) in violation of 21 U.S.C. § 841(a)(1) and (b)(1). He faced a mandatory minimum sentence of 10 years. See 21 U.S.C. § 841(b)(l)(A)(iii).
