On May 31, 2001, Andrew J. Newman filed a Notice of Appeal from a February 28, 2001, Board of Veterans’ Appeals (Board) decision. On June 16, 2004, the Court issued a decision vacating and remanding the Board’s February 2001 decision because VA failed to adequately notify Mr. Newman of who was responsible for obtaining evidence necessary to substantiate his claim pursuant to section 5103(a) of the Veterans Claims Assistance Act of 2000, Pub.L.
