STEINBERG, Judge:

After having received separate memoranda in these cases from both parties on jurisdictional issues, the Court, by order dated August 31, 1993, consolidated these cases for determination of jurisdictional issues arising under the Court’s practice of routinely permitting substitution of parties upon the death of an appellant while the case is pending before the Court. Upon consideration of the pleadings and oral arguments of the parties, the Court holds that substitution is not permissible in cases such as those here on appeal where the appellant is a veteran who dies while the…
