OPINION
SIMANDLE, Chief Judge:
I. INTRODUCTION
In this action, Plaintiff Crystal A. Evans, a former Gloucester Township Council-member, alleges that Gloucester Township (“the Township”), Gloucester Township Police Department (“the Police Department”), former Mayor David R. Mayer, and other municipal employees conspired to violate her rights under the First, Fourth, Fifth, Eighth, and Fourteenth Amendments of the United States Constitution by fostering a culture of political retribution.
