The Judge Advocate General of the Air Force certified two issues to this Court under Article 67(a)(2), Uniform Code of Military Justice (UCMJ), 10 U.S.C. § 867(a)(2) (2000). The certification asks this Court to determine whether, before authentication of the record, the military judge had authority to order a new trial for a discovery violation and whether the military judge abused her discretion exercising that authority in this case.
