After the Omaha City Council recommended denial, the Nebraska Liquor Control Commission (Commission) granted **216Abay, L.L.C., a Class D liquor license for its convenience store, but restricted Abay from offering "single can sales" and "spirits/wine sales less than .375." Abay appealed the order of the Commission to the district court for Lancaster County.
