OPINION OF THE COURT

ROBERTS, Chief Justice.

This is an appeal from a final decree of the Commonwealth Court which, on cross-motions for summary judgment, directed appellants, the Department of Public Welfare (DPW) and its Secretary, to submit a request to the General Assembly for an appropriation of State funds to supplement appropriations of $88,245 million and $4 million made during fiscal year 1980 to DPW for child welfare programs.
