David W. McDaniel brought this declaratory judgment action against the South Carolina Department of Transportation, formerly known as the “South Carolina Department of Highways and Public Transportation” (the portion of which involved in this action is now known as the “South Carolina Department of Public Safety”) (hereafter, “the Department”), seeking an order that his license was wrongfully permanently revoked and that he was entitled to a reissuance of his driver’s license.
