TERRIE LIVINGSTON, Justice.

This is an appeal from the trial court’s summary judgment in favor of appellees Centerfolds, Inc. and Steven William Craft on procedural due process grounds with regard to the denial of appellees’ application for a location exemption for a sexually oriented business (SOB) in Arlington, Texas.
