MEMORANDUM OPINION

BEATY, District Judge.

I. INTRODUCTION

This matter is a civil rights action arising out of Plaintiff Dan Phillips’ (“Plaintiff’ or “Phillips”) employment as a law enforcement officer who was stationed as a Student Resource Officer (“SRO”) at two Chatham County High Schools. Plaintiffs term as SRO took place during the time that Defendant Larry Mabe (“Mabe”) was Superintendent of the Chatham County Schools.
