I. BACKGROUND ON THE USRA, CONRAIL AND THE 3R ACT
Congress enacted the Regional Rail Reorganization Act of 1973 (“3R Act”) 1 in response to the transportation crisis precipitated by the bankruptcies of major railroads in the Northeast and Midwest.
