R.L. Insulation Co., Inc., Ronald L. Lundquist, and Robin K. Lundquist (hereafter collectively referred to as Appellants) petition for review of the decision and *552order of the Pennsylvania Prevailing Wage Appeals Board (Board), affirming the adjudication and order of the Secretary of the Department of Labor and Industry.
