BACKGROUND
Plaintiff William Brandofino 1 is an unhappy customer of the United States Postal Service (“USPS”). On February 22, 1996, Plaintiff mailed a set of printed materials on behalf of his business, Mesa Art & Printing, to Country Gathering in Nashville, Tennessee. Plaintiff sent the package C.O.D., for which he paid postage of $22.85 and a C.O.D. fee of $3.50, for a total of $26.05.
