OPINION AND ORDER
OWEN, District Judge:
Over twelve years ago, on October 18, 1979, arbitrator Theodore W. Kheel issued an Opinion and Award to resolve whether *80bus drivers employed by New York Bus Tours, Inc. were entitled to compensation for a period of three months during which they were out of work due to a wild-cat strike that led the bus company to close down operations.
