Plaintiff Lorraine Bills appeals from the district court’s grant of summary judgment for the defendants. The case had previously been dismissed by the district court after a finding of qualified immunity, but this court reversed in part, in Bilis v. Aseltine, 958 F.2d 697 (6th Cir.1992) (“Bills I”). We remanded the case to resolve issues of material fact concerning whether Sgt.
