This case arises out of the City of Minneapolis’ assessment of fees for vacant buildings. Plaintiff DRB #24 (“DRB”), the owner of a vacant building, brought suit on behalf of himself and others similarly situated challenging the validity of the fees and the City’s authority to assess such fees.
