Kevin Connery and Kevin Philbrook, the plaintiffs, are both prisoners at the Massachusetts Correctional Institution at Cedar Junction. The former is serving a ten to fifteen year sentence (with a concurrent sentence), and the latter is serving a four to five year sentence. They brought this action for declaratory and injunctive relief to challenge as unlawful the policy of the Department of Correction and the parole board of deducting good conduct (good time) credits earned pursuant to G.
