MEMORANDUM

LEIGHTON, District Judge.

This is a complaint filed under statutes that authorize suits for redress of torts by government employees, suits in admiralty, and actions for death on the high seas. 1 In three counts, Marshall Bearce as an administrator of an estate, sues the United States, its agencies the Coast Guard and Corps of Engineers, to recover for the death of Thomas Bearce.
