¶ 31. (dissenting). George Orwell observed that "[i]n a time of universal deceit, telling the truth is a revolutionary act."1 In a similar vein, William O. Douglas recognized in his Pentagon Papers concurring opinion that there is a natural tendency to want to keep secret things that people have a right to know: "The dominant purpose of the First Amendment was to prohibit the widespread practice of governmental suppression of embarrassing information."
