Petitioner, a former United States Postal Service employee, was removed by the Postal Service from his position on the grounds that he falsified another employee’s time cards and removed a piece of third class mail from the post office in violation of the Postal Service Manual. He requests *277review of the Merit Systems Protection Board’s decision affirming his removal and seeks back pay, reinstatement to the service, and related benefits.1
