MEMORANDUM OPINION Plaintiffs Lawrence Parks and Timothy Simons worked as executives for the Federal Home Loan Bank of San Francisco for a number of years. Although FHLBSF is a West Coast bank, Plaintiffs were based out of its D.C. office.
