Peter L. Dahl and his wife brought this suit against Rice County, Minnesota, the Rice County Sheriff, and two other sheriffs department employees, seeking damages for Dahl’s physical injuries pursuant to 42 U.S.C. § 1983. They alleged violations of Dahl’s First and Fourteenth Amendment rights, along with various state law claims.
