Plaintiff brought this action against the Utah State Finance Commission, administer of the State Insurance Fund, for reimbursement of attorneys’ fees incurred by plaintiff in securing a recovery against a third party tortfeasor. Defendant appeals from a summary judgment in favor of plaintiff.
