OPINION

FRYE, District Judge.

The matters before the court are 1) the plaintiffs request that the court issue a certificate of reasonable cause under 28 U.S.C. § 2465; and 2) the claimant’s motion for costs (# 54-1) and attorney fees (# 54-2).

FACTS

On January 2, 1997, task force agents at the Portland International Airport seized $16,500 from claimant Jose Maciel-Basan. Maciel-Basan had purchased a one-way ticket from Portland, Oregon to the Orange County, California International Airport in the name of Macila.
