OPINION AND ORDER
CEREZO, District Judge.
This is an action brought under the Freedom of Information Act, 5 U.S.C. 552 (FOIA), the Privacy Act, 5 U.S.C. 552a, the Administrative Procedure Act, 5 U.S.C. 701, 702 (APA), the First, Fourth, Fifth and Ninth Amendments of the Constitution of the United States and Sections Eight and Ten of Article II of the Constitution of the Commonwealth of Puerto Rico. It is essentially aimed at obtaining disclosure of certain memoranda and reports prepared by officers of defendant Federal Deposit Insurance Corporation (FDIC) concerning Mr. Fagot’s work as a lawyer…
