I. Introduction

Pursuant to Title VII, 42 U.S.C. §§ 2000e-2000e~17, the Age Discrimination in Employment Act (“ADEA”), 29 *425U.S.C. §§ 621-634, and the Pennsylvania Human Relations Act, 43 Pa. Stat. §§ 951-963, plaintiff Albert Mitchell (“plaintiff’ or “Mitchell”), a sixty-one-year-old African-American male, brought claims of race and age discrimination against his former employer, the City of Pittsburgh (“City”).
