After she drove her car into another vehicle, Mary Alexander sued the County and City of Walla Walla and three individual law enforcement officers, alleging the officers negligently failed to prevent her from driving while drunk. The court dismissed the complaint on summary judgment after finding Ms. Alexander did not fit within any exception to the public duty doctrine under the circumstances she alleged.
