This appeal involves the refusal of Local Draft Board No. 158, McDonough County, Illinois, hereinafter sometimes referred to as the “board,” to reopen and consider anew the classification of the defendant under Selective Service Regulations § 1625.1 et seq., of Title 32 of the Code of Federal Regulations.
