Respondent, Ricky Bell, Warden (“State”), appeals the issuance of a writ of habeas corpus to Petitioner,. Abu-Ali Ab-dur’Rahman (“Petitioner”),1 vacating Petitioner’s sentence of death for first-degree murder on the grounds of ineffective assistance of counsel at the sentencing phase of Petitioner’s trial.
