LEDERBERG, Justice.
This case came before the Supreme Court on a petition for certiorari filed by the State of Rhode Island and the Rhode Island Board of Regents for Elementary and Secondary Education (board of regents) seeking review of a District Court judgment that reversed a decision of the Board of Review (board) of the Rhode Island Department of Employment and Training (DET).
