[¶ 1] Vickie L. Mills appeals from a judgment entered in the Superior Court (York County, Brennan, J.) affirming a decision of the Town of Eliot Board of Appeals (the Board). The Board had denied Mills’s administrative appeal of a code enforcement officer’s (CEO) approval of a building permit for a lot in a so-called family subdivision that abuts Mills’s property. Mills contends that the Superior Court erred when it affirmed the Board’s decision to uphold the CEO’s approval of the permit because the family subdivision was illegally created in 2001.
