[¶ 1] Penobscot County (Penobscot) appeals from a summary judgment entered in the Superior’ Court (Penobscot County, *179Mead, J.) concluding that, pursuant to 30-A M.R.S.A. § 453 (1996), the county cannot fund its regional 911 dispatch center through county taxes, but rather must fund the center through fee-for-service agreements with participating municipalities pursuant to 30-A M.R.S.A. § 107 (Supp.2004). Penobscot argues that section 453 permits counties to fund regional communications centers1 through county taxes. We agree and vacate the judgment.
