This is the case that asks the question: can the State of Texas enjoin gambling activities taking place on an Indian reservation located within its borders? 1 On September 27, 1999, the Attorney General of the State of Texas (“AG”) commenced this action to enjoin Defendants from operating a gaming facility called “Speaking Rock Casino,” located on the Ysleta del Sur Pueblo Tribe (“Tribe”) reservation.
