The issues in the above entitled. suits are the same, and, by agreement, they were consolidated for the purposes of the trial.

It is not necessary to state the causes of action further than to say that each plaintiff, as a governmental agency of the state, advertised for bids for the purchase of a duly authorized issue of its bonds. Caldwell & Co. was the successful bidder for the bonds offered by the East Jefferson Waterworks District No. 1, and the Hibernia Securities Company and Whitney-Central Trust and Savings Bank were the successful bidders for those offered by the Jefferson Parish…
