The plaintiffs, twenty-five resident property owners and taxpayers of the City of New Orleans, are appealing from a judgment dismissing their suit against the Mayor and the Commission Council of the City of New Orleans and instituted by them for the purpose of having declared null the election held on April 15, 1947, in pursuance to Ordinance No. 17549, adopted on February 28, 1947, authorizing the issuance of bonds aggregating $23,500,000 and being (Purpose A) $12,000,000 for the payment of the city’s portion of the cost of eliminating grade-crossings in the city by the…
