On March 9, 2011, the plaintiffs filed a Complaint (the “Complaint”) against the defendants in the Circuit Court of the City of Suffolk, Virginia. On March 14, 2011, the defendants removed the action to this court pursuant to 28 U.S.C. §§ 1441 and 1446 claiming that this court has subject matter jurisdiction over it under the federal question jurisdiction statute, 28 U.S.C. § 1331.
