Petitioners Beta Construction Company and PMA Group Insurance Company challenge the decision of the Director of the District of Columbia Department of Employment Services (“Director”) affirming a compensation order which granted benefits to Carolyn Lewis, the intervenor, following the work-related death of her husband, Stanley Lewis. The Director concluded that Lewis is entitled to receive death benefits as a “widow” under the District of Columbia Workers’ Compensation Act of 1979, D.C.Code §§ 36-301 et seq. (1997 Repl.)
