MEMORANDUM DECISION AND ORDER CONCERNING VOTING RIGHTS AND BALLOTING AND SOLICITATION MATERIALS

The debtor, Quigley Company, Inc. (“Quigley”), submitted a proposed order approving its current disclosure statement and the proposed ballot that it plans to use to solicit votes from the individuals that hold asbestos personal injury claims (the “Asbestos PI Claims”). The Ad Hoc Committee of Tort Victims (the “Ad Hoc Committee”) objected to the proposed ballot, and requested certain modifications.
