Robert Don Duckett, an Oklahoma state prisoner convicted of first-degree murder and sentenced to death, appeals the district court’s denial of his petition for a writ of habeas corpus. This court granted Duckett a certificate of appealability (“COA”) pursuant to 28 U.S.C. § 2253(c) with respect to five of his claims of legal error: (1) that the conduct and comments of the state prosecutor deprived him of a fair trial; (2) that trial counsel’s failure to investigate and present mitigating evidence deprived him of effective assistance of counsel; (3) that the federal…
