The respondent, Bert C. I-larvey, was in the employment of the petitioner, Oklahoma Pipe Line Company, on the 8th day of August, 1929, and on that date sustained an accidental personal injury arising out of and in the course of his employment. He was furnished hospitalization and medical attention by the petitioner, and was also paid for temporary total disability. On October 4, 1929, there was filed with the State Industrial Commission a memorandum agreement as to the facts, stipulation and receipt, but, as far as the record discloses, the same was never approved by the State Industrial…
