MEMORANDUM OPINION AND ORDER

Before this court is a motion filed by the United States of America (hereinafter “United States”), asking this court to hold the defendant City of Jackson, Mississippi (hereinafter “the City”), in civil contempt and to grant to the United States appropriate supplemental relief.
