Tracy Oliver (“Movant”) was charged, by substitute information in lieu of indictment, with two counts of selling cocaine. His jury trial commenced on March 17,1995, but after opening statements, one of the defense attorneys 1 announced that Movant wanted to withdraw his plea from not guilty to guilty.
