This is an appeal from an interim award of attorneys’ fees under the Equal Access to Justice Act, 28 U.S.C. § 2412(d) (1982) (EAJA). EAJA was amended, effective August 5, 1985, with the passage of Public Law 99-80. Section 7 of that law provides:(a) In General. — Except as otherwise provided in this section the amendments made by this Act shall apply to cases pending on or commenced on or after the date of the enactment of this Act.(b) Applicability of Amendments to Certain Prior Cases. — The amendments made by this Act shall apply to any case…
