SHUGHART, P. J.,

The Borough Council of Mechanicsburg presented a petition to this court on September 4, 1970, to abolish all wards in the borough and to decree the election of seven councilmen at large. Pursuant to the provisions of section 602 of the Borough Code, as amended, 53 PS §45602, the court appointed a commission to inquire into the propriety of granting the prayer of the petition. The commission was unable to file a report within the 60-day period provided for in the statute and on application of the commissioners, extensions were granted.
