The primary issue we consider in this appeal is whether a public school division, which expelled a student who violated the school division’s code of student conduct, violated that student’s due process rights guaranteed by the Fourteenth Amendment to the United States Constitution.

In March 1996, Brian Edmond Wood, then a 10th-grade student at Bassett High School in Henry County, went on a school-sponsored field trip with his class to the Henry County Jail. In response to a sheriff deputy’s inquiry whether any students had weapons in their possession, Brian gave the deputy a pocketknife.…
