Dear Representative Purdom:

This is in response to your request, on behalf of a constituent, for an opinion on sixteen questions relating to the enforcement and application of an ordinance of Diamond City, Arkansas, which prohibits, by criminal penalty, the use of any hunting device, or the taking of wildlife with any trapping device at any time and the discharge of "any item of firearms" within the city limits of Diamond City.1 The city limits were apparently expanded by annexation in 1990 to…
