The Department of Housing and Urban Development appeals a district court order requiring it to divulge the names and addresses of construction workers that it had redacted from payroll records released pursuant to the Freedom of Information Act. The Department argues that the redacted information was properly withheld under Exemption 6 of the Act because its release would constitute an unwarranted invasion of the workers’ privacy.
